By the adoption of the Protocol of Amendment to the Marrakesh Agreement establishing the World Trade Organization, in which, in its Annex 1a, the Agreement on Trade Facilitation was established, which entered into force on February 22, 2017 and it was published in the DOF on April 6 of that year.
Its purpose is to facilitate coordination between the agencies and the various entities of the Federal Public Administration for the design, execution and evaluation of programs and actions in the field of trade facilitation, as well as for the implementation and application of the provisions of the Facilitation Agreement. of Commerce.
As indicated in Section III “Economy” of the National Development Plan 2019-2024, in its heading “Promote economic reactivation, the internal market and employment”.
It will have the following functions:
• Coordinate the different dependencies of the Federal Public Administration that have competence and that intervene in the different aspects related to the implementation and application of the Agreement on Trade Facilitation.
• Assist with the Ministry of Economy and the Ministry of Foreign Relations, for the simplification and automation of foreign trade processes, as well as coordinating their execution, with an approach that encourages their articulation and complementarity.
• Analyze and issue recommendations to improve processes and procedures for foreign trade, and
• Analyze the regulatory framework on foreign trade and issue recommendations.
It will enter into force the day after its publication in the DOF, that is, from January 23, and from its validity it will have 35 business days to install the committee.
